San Antonio Bike Share Program (CoSA)

Role: Prime | Agency Client: City of San Antonio, Transportation & Capital Improvements

The City of San Antonio, in cooperation with the Texas Department of Transportation (TxDOT) San Antonio District, proposed the installation of up to 22 new B-stations in the downtown and near downtown San Antonio area. Poznecki-Camarillo, Inc. (PCI) provided professional NEPA services to assist the City, as the recipient of federal funding from the Federal Highway Administration (FHWA), in meeting environmental planning and historic preservation (EHP) compliance requirements.

PCI prepared the TxDOT Categorical Exclusion (CE) and corresponding technical reports for this project. Project challenges included karst-surveying needs due to portions of the project within Karst Zones 2 and 3, location of the project within school and park boundaries (Section 4(f) properties), and potential habitat for two-state threatened species. In support of the CE, the PCI Team also prepared and conducted the following: (1) Project Description Technical Report, (2) Archaeological Background Study, (3) Biological Evaluation Form, (4) two Karst Feature Survey Reports, (5) Hazardous Materials Initial Site Assessment, and (6) Historic Project Coordination Request. This project received environmental clearance by TxDOT in January 2015.
