Fernando joined PCI in 2001 and established PCI’s presence in transportation civil engineering. Fernando has over 15 years of experience in Civil Engineering for preliminary schematic design and development of plans, specifications, and construction cost estimates (PS&E) for projects that involve roadway reconstruction, roadway rehabilitation, and utility coordination/relocation. Fernando is currently co-owner of PCI with his father, Beto.
Adalberto “Beto” Camarillo, RPLS, President
Registered Professional Land Surveyor, Texas (3929)
Beto is the co-founder of Poznecki-Camarillo, Inc. Together, with his business partner, Andy Poznecki, P.E., they established PCI in 1981, working predominantly on survey and land development projects. Beto has over 46 years of experience in engineering and surveying, including management, research, design, and production supervision. He has been Principal-in-Charge and Production Coordinator for projects in land development, commercial, industrial, urban renewal, municipal, state, and federal government work.
Beto Camarillo Jr. , Executive VP of Operations
Beto joined PCI in 2017. He has over 20 years of experience in operations management, business administration, program and project management, process improvement, and finance. Beto is responsible for overseeing the back-office operations of the company to include office support, finance, project management governance, facilities, IT, marketing, and HR functions.
Maria Elena “Lena” Camarillo, Executive VP of Environmental Planning
Lena joined PCI in 2008 and added environmental planning services to the company. Her career in environmental work started as a biologist for the Texas Parks and Wildlife Department, where she honed her experience in wildlife and habitat assessment. Now with more than 20 years’ experience and as a specialist for NEPA, she leads her team conducting environmental and planning studies including NEPA document preparation, review, and management, as well as public involvement, agency coordination, and quality assurance.
Jose Luis Diaz, P.E., Vice President of Engineering
Jose has over 25 years of experience in design and construction oversight of municipal, petrochemical, land and commercial development, transportation, infrastructure, utilities, and surveying projects. He has 12+ years of professional engineering and an additional 13+ years’ experience as a designer. He has a strong technical background both the public and private sectors that involve the design of roadway, utilities, earthworks, drainage, topographic, and hydraulic modeling. He has extensive experience working on PS&E and Design-Build projects with large multidisciplinary teams and on accelerated schedules. His background includes bridge layout designs, complex underground storm sewer networks, and detention and water quality ponds.
Linda Alvarado-Vela, AICP, VP of Public Involvement
Linda joined PCI after serving at the Alamo Area Metropolitan Planning Organization as the Transportation Planning and Public Involvement Manager. She has over 20 years of experience in facilitation, community relations, public involvement, and urban planning. Throughout her career, she has organized and moderated public meetings, facilitated public workshops and design charrettes, developed print and web-based outreach materials, coordinated press coverage, and targeted public outreach to under-served communities. She leads a team of professionals experienced in both grassroot and digital outreach strategies.
Victor Mendez, RPLS, Survey Manager
Registered Professional Land Surveyor, Texas (6056)
Mr. Mendez has over 15 years of varied engineering and surveying experience. His experience includes job bidding, project management, production supervision, QA/QC, and client customer management in all phases of land surveying with various municipal, state, and federal projects. He has successfully managed client projects for the City of San Antonio, City of San Marcos, San Antonio Water System (SAWS), San Antonio Airport Systems (SAAS), Alamo Colleges District, San Antonio River Authority (SARA), Port San Antonio, and TxDOT. He has strong experience in projects that include traffic engineering, urban renewal, boundary survey, right-of-way (ROW) and easement acquisition, right-of-way (ROW) map creation, parcel plats, legal descriptions, construction survey, design survey, topographic survey for design, terrestrial LiDAR 3D acquisition of geographic data for design, horizontal and vertical control, platting, and creation of as-built documents.
