
Fernando Camarillo, PE
President & CEO
Fernando Camarillo joined Poznecki-Camarillo in 2002 and currently serves as the firm’s CEO.
Under his leadership, Fernando has built the company into one of the leading civil engineering firms in the state of Texas providing feasibility, planning, construction documents, and public outreach services for local, regional, and statewide transportation projects.
His passion for family, community, and education is reflected in his encouragement of on-going professional development for his team, paid internships for aspiring professionals, and his love of fishing, snow skiing, Aggie football, mariachi music, volunteering for professional or community organizations, and traveling with his family.
He is a former Board Member of the San Antonio Hispanic Chamber of Commerce, former Board of Directors for the Nueces River Authority, a member of Leadership San Antonio (LSA) 30 and Steering Committee Member of LSA 40, former Vice-Chair of San Antonio Mobility Coalition of San Antonio (SAMCO), and former Chair of Professional Engineers in Private Practice.

Beto Camarillo, Jr.
Chief Operating Officer
Beto Camarillo joined Poznecki-Camarillo in 2017. He now serves as the firm’s Chief Operating Officer (COO).
As co-owner of the firm, Beto is responsible for overseeing the business operations of the company, including human resources, accounting, finance, marketing, project management governance, facilities, IT, and office administration. Beto brings over 30 years of experience in operations management for large organizations such as Argo Group and USAA, where he oversaw a team of process design professionals and project managers responsible for executing innovative business process and technology projects. During that time, he co-developed an industry-changing patented process within the financial services industry, reflecting his ability to determine operational needs and develop innovative solutions.
Beto is a member of Leadership San Antonio (LSA) Class of 45 ‘The longest class ever’. True to the Camarillo’s values of family, education, and community, he enjoys spending time with his family, traveling, fishing, golfing, hunting, cooking, and cigars on the patio. Beto also leads the firm’s volunteer and community outreach efforts and has mentored fellow professionals and leaders in the community. He continues to volunteer for public and at-risk non-profit organizations.

Adalberto “Beto” Camarillo, Sr., RPLS
Founder/President Emeritus
Beto Camarillo, Sr. co-founded Poznecki-Camarillo with his business partner at the time, Andy Poznecki, PE.
Initially, they primarily worked on survey and land development projects but expanded to state and municipal transportation projects over the course of the firm’s 40-year history. He has since gained over 50+ years of experience in engineering and surveying, providing management, research, design, and production supervision as Principal-in-Charge and Production Coordinator on countless commercial, industrial, municipal, state, and federal projects. He continues to serve as the joint-owner of the firm, providing firm guidance and quality control of engineering and surveying projects.
Throughout the years, Beto has been honored with various awards, including the “Hildalgo de San Antonio de Bejar” award from the Bexar County Commissioners; the “Board Member of the Year” in 2005 from the San Antonio Free Trade Alliance; and in 2018 he was given the “Business Honoree Award” from the Hispanic Organization for Public Employees (HOPE).

Maria Elena “Lena” Camarillo
Executive Vice President of Environmental & Public Involvement
Lena Camarillo joined Poznecki-Camarillo in 2008 to establish the Environmental and Public Involvement Departments.
She serves as Executive Vice President with over 30 years of expertise in the application of the National Environmental Policy Act (NEPA), agency coordination, and community engagement, and is known throughout Texas for her successful leadership on environmental and public involvement efforts for federal, state, and municipal transportation projects. She is the former Director of the Sims Bayou Urban Nature Center and a biologist for the Texas Parks and Wildlife Department, where she was a contributing author of Texas Wildscapes: Gardening for Wildlife (1998, UT Press).
Lena served on the Boards of the San Antonio Mobility Coalition (SAMCo), San Antonio Hispanic Chamber of Commerce, Family Violence Prevention Services, Inc. and Women in Transportation Seminar (WTS-SAR). She encourages aspiring leaders through her membership with Leadership San Antonio and the Alexander Briseño Leadership Development Program as well as the firm’s mentorship program. Lena is passionate about inclusive public engagement and environmental transparency that considers all views and seeks to understand. She enjoys cooking, gardening, reading, and traveling with her family.

Elizabeth Story
Vice President of Public Involvement
Elizabeth Story joined the Poznecki-Camarillo team in 2022. As the firm’s Vice President of Public Involvement, she brings over 18 years of experience managing public involvement programs for complex transportation projects and toll agencies. She is a statewide expert in the Hans Bleiker’s Informed Consent, NEPA-related public involvement (PI), and Design-Build construction communications. She is a proven presenter at critical briefings with elected officials, key stakeholders, and the media. Informed by her experience, she provides expertise in and brings clarity to transportation policy and regulatory compliance including NEPA.
In addition to in-person event management, Elizabeth administers digital spaces for projects including virtual engagement, social media, and websites. She has led PI programs for multi-million-dollar infrastructure projects and served as a consultant spokesperson for a transportation agency. She was a digital communications panelist for IBTTA and is a member of the Women in Transportation (WTS) organization.

Jacqueline “Jackie” Lopez
Vice President of Environmental
Jacqueline “Jackie” Lopez joined Poznecki-Camarillo in 2014. As the firm’s Vice President of Environmental, she brings over 15 years of experience in National Environmental Policy Act (NEPA) compliance, wildlife and habitat assessment, socioeconomic and community impacts analysis, hazardous materials analysis, and public and community engagement.
In her years with the firm, she has managed hundreds of environmental projects (both federally- and locally-funded) for TxDOT, HUD, and several municipalities throughout the State. Jackie is an expert in environmental rules and regulations for TxDOT and HUD-sponsored projects and thoroughly enjoys working with local municipalities to help them navigate the NEPA process. In addition to her environmental work, she loves spending time with her family, traveling across the country to her daughter’s gymnastics competitions, camping, fishing, and barbecuing!

Jeffrey Hall, RPLS
Vice President of Surveying
Jeff Hall joined Poznecki-Camarillo in 2022. As the firm’s Vice President of our Survey team, he brings over 30 years’ experience in surveying and mapping, including 15 years of field experience. He is a Registered Professional Land Surveyor, bringing diverse experiences as a surveying company founder, surveying and mapping expert, and project manager for private and municipal clients, including TxDOT, the City of San Antonio, the City of New Braunfels, and several oil and gas pipeline projects.
Jeff has conducted utility surveys, telecommunication surveys, boundary retracement, and platting and is proficient with LiDAR (terrestrial, UAV, and mobile), Civil 3D, AutoCAD, MicroStation with Geopak, Robotic/Conventional Total Stations, UAS (drones) photogrammetry, and GPS (static, RTK, VRS). In his free time, he enjoys barbequing with friends and family and riding his Harley-Davidson out on the open road.

Rob Maxwell, PE
Vice President of Engineering
Rob Maxwell joined Poznecki-Camarillo in 2024 as Vice President of Engineering. He has over 35 years of experience in civil engineering for city streets, county roads, highways, toll roads and freight railroads. As a licensed Professional Engineer in the State of Texas, he has served as project manager on numerous schematics, environmental, and PS&E projects from Farm-to-Market (FM) roads to Interstate Highways.
His prior work experience also includes serving as Director of Infrastructure for the Harris County Commissioner where he oversaw planning, design and construction of projects such as a $300M capital improvement plan. He has received awards from the North Houston Association – Compass Award; Texas Public Works Association – Environmental Award for Small Projects and the Boy Scouts of America – Scoutmaster Award of Merit. His passion for family, community, and creativity is reflected in his love for golfing, photography, and building sandcastles.

Kristina Saenz, PE
Director of Engineering
Kristina Saenz joined PCI in 2024 and currently serves as Director of Engineering, bringing 20 years of experience in civil engineering. Her expertise includes working on various transportation projects throughout the San Antonio region for clients such as the City of San Antonio (CoSA), Bexar County, and Port San Antonio. Her transportation experience includes roadway design, traffic control plans (TCP), signing and traffic signal layouts, hydraulic analysis, culvert layouts and bridge class structures, SWPPP, utility coordination, pedestrian and bike facilities, PS&E assembly, and providing construction phase services.
As Director, she is responsible for effectively managing a team of multi-disciplinary professionals to produce quality design deliverables while fulfilling schedule and budget requirements. Her passion for family, community, and education is reflected in her cheering for her kids’ sports teams, coordinating service events as a local mission coordinator, and mentoring individuals in the industry, including through Women’s Transportation Seminar San Antonio Region (WTS-SAR).

Claudia González-Liendo, PE
Senior Project Engineer
Claudia González-Liendo, PE joined Poznecki-Camarillo in 2022. As a Senior Project Engineer, she brings 29 years’ experience in civil engineering, with schematic and PS&E. She has expertise in state and municipal projects that involve roadway planning and construction, roadway rehabilitation, drainage, bridge rehabilitation, and utility coordination/compensable reimbursements. She has 25 years of extensive experience working on roadway projects for TxDOT as a former Advanced Project Development Engineer and Transportation Engineer. She was the researcher and lead author of Fiber Reinforced Polymer (FRP) Composites for Infrastructure Applications (2009).
As a licensed Professional Engineer in the State of Texas, she has served as a project manager on numerous feasibility studies and PS&E projects. Her work with TxDOT as a Quality Assurance Engineer for the Bridge Inspection Program consisted of performing bridge inspections, detailed reviews, and the implementation of federal and state bridge related policy. She has become adept in developing innovative solutions with her strengths being the ability to communicate project progress to clients and stakeholders, while developing alternatives that save time, money, and address problematic issues. In her free time, she enjoys spending time with family baking, decorating, antiquing, and jogging.

Mark W. “Bill” Miller, PE
Project Engineer
Bill Miller, PE joined Poznecki-Camarillo in 2020. He currently serves as one of the firm’s project engineers bringing 22 years of civil engineering project experience, including highway projects, rail projects, and utility coordination. He has extensive experience in PS&E for both small and large roadway projects for local, state, and federal agencies. He has provided excellent service to TxDOT, and also has worked as an in-house consultant for the Austin District.
Bill is also active within his community, extending his engineering expertise to his church’s building planning committee. He is passionate about his family, often supporting his son with his Troops of St. George Scout Troop and campouts.
