Fernando joined PCI in 2001 and established PCI’s presence in transportation civil engineering. Fernando has over 28 years of experience in Civil Engineering for preliminary schematic design and development of plans, specifications, and construction cost estimates (PS&E) for projects that involve roadway reconstruction, roadway rehabilitation, and utility coordination/relocation. Fernando is currently co-owner of PCI.
Adalberto “Beto” Camarillo, RPLS, Exec. VP/Founder

Beto Sr. is the co-founder of Poznecki-Camarillo. Together, with his business partner, Andy Poznecki, P.E., they established PCI in 1981, working predominantly on survey and land development projects. Beto has over 50 years of experience in engineering and surveying, including management, research, design, and production supervision. He has been Principal-in-Charge and Production Coordinator for projects in land development, commercial, industrial, urban renewal, municipal, state, and federal government work. Beto Sr. is currently co-owner of PCI.
Beto Camarillo Jr. , Exec. VP/COO
Beto, Jr. joined PCI in 2017. He has over 30 years of experience in operations management, business administration, marketing, program and project management, process improvement, accounting, finance, and audit. Beto is responsible for overseeing the business operations of the company to include human resources, accounting, finance, marketing, project management governance, facilities, IT, and office administration. Beto, Jr. is currently co-owner of PCI.
Maria Elena “Lena” Camarillo, Exec. VP, Environmental Planning
Lena joined PCI in 2008 and added environmental planning services to the company. Her career in environmental work started as a biologist for the Texas Parks and Wildlife Department, where she honed her experience in wildlife and habitat assessment. Now with more than 25 years’ experience and as a specialist for NEPA, she leads her team conducting environmental and planning studies including NEPA document preparation, review, and management, as well as public involvement, agency coordination, and quality assurance.
Jose Luis Diaz, P.E., CFM, VP of Engineering

Jose has over 28 years of experience in design and construction oversight of municipal, petrochemical, land and commercial development, transportation, infrastructure, utilities, and surveying projects. He has 12+ years of professional engineering and an additional 13+ years’ experience as a designer. He has a strong technical background both the public and private sectors that involve the design of roadway, utilities, earthworks, drainage, topographic, and hydraulic modeling. He has extensive experience working on PS&E and Design-Build projects with large multidisciplinary teams and on accelerated schedules. His background includes bridge layout designs, complex underground storm sewer networks, and detention and water quality ponds.
Crystal Benavides, P.E., Senior Project Engineer

Crystal has fulfilled responsibilities in task leadership, project management, and departmental management of multiple transportation projects and staff. She has over 30 years of experience in Civil Engineering, inclusive of schematic and final design, and development of plans, specifications, and construction cost estimates for projects involving roadways, bridges, major interchanges, and toll projects.
Jeffrey S. Hall, RPLS, Survey Project Manager

Jeff brings over 28 years’ experience in land surveying, including 15 years of field experience. He is currently PCI’s Survey Project Manager, providing oversight of all survey activities from PCI. As a Registered Professional Land Surveyor, Mr. Hall brings diverse experience as a surveying company founder, project manager, and surveying director for private and municipal clients, including TxDOT, the City of San Antonio, the City of New Braunfels, several oil and gas pipeline projects, and many others. He has conducted utility surveys, telecommunication surveys, boundary retracement, and platting and is proficient with LiDAR (terrestrial, UAV, and mobile), Civil 3D, AutoCAD, MicroStation with Geopak, Robotic / Conventional Total Stations, UAS (drones) photogrammetry, and GPS (static, RTK, VRS).
John Garza, Survey Project Manager
John has over 40 years of experience in surveying and engineering to include project management and production supervision. He has vast experience in project coordination for land development, commercial, residential, municipal, state and federal government projects to include Texas Department of Transportation, City of San Antonio Public Works, San Antonio Water Systems and Bexar County Public Works. Mr. Garza’s surveying management experience includes boundary resolution, horizontal and vertical control, platting, research, construction surveying and support, job bidding and client customer service.
