Director of Civil Engineering – Transportation

Base Salary: $140,000 – $170,000

This position will be a key hire to help lead the administration, leadership, management, and operations of the Civil Engineering Transportation Department.  Responsibilities will vary based on experience, but will include:

  • Responsible charge for various high profile civil engineering projects, including TxDOT and other local and federal agencies from feasibility to schematic and PS&E, and through construction.
  • Assist in building and developing talent to enhance the core competence of the team.
  • Work on multiple projects concurrently and deliver on time and within budget.
  • Understand and communicate industry market conditions, personnel needs, and professional trends.
  • Active involvement in professional associations and organizations within the community we serve.

 

ESSENTIAL FUNCTIONS

  • Direct the overall activities of the Civil Engineering Transportation Department, establish goals and objectives for the department and manage resource needs and budgetary expenditures.
  • Develop project budget, scope, and schedule for TxDOT projects, monitor quality and adherence to client criteria.
  • Lead, mentor, and oversee design and technical aspects of the team(s) projects including detailed engineering design and calculations, report writing, permitting (local and state) and presentations to clients, public agencies, and the public.
  • Consult with executive staff to review assigned civil engineering transportation operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
  • Responsible for hiring, retaining, and development of staff, to include preparing and delivering performance evaluations.
  • Lead business development pursuits which include proposal development, client interviews, and relationship management.
  • Lead project team for the schematic design and PS&E for roadway/highway and local public works infrastructure projects in accordance with TxDOT and local guidelines and standards.
  • Provide guidance and direction to project team for various design tasks and ensure quality deliverables are completed on time, within budget, and within scope.
  • Communicate project status with the project team, client, and other project stakeholders.
  • Coordinate and communicate with project team in engineering, production, design, and management to meet overall project objectives and deadlines.
  • Assist preparation and assemble project delivery packages.
  • Flexible in work assignments and team assignments.

 

MINIMUM REQUIREMENTS

  • Bachelor of Science degree in Civil Engineering
  • Licensed Professional Engineer (P.E.) in the state of Texas
  • 10 years of experience in roadway schematic design and PS&E with progressive project management experience.
  • Experience in direct supervisory/managerial role of staff, to include hiring, training, mentoring, and development of staff.
  • Proven ability to successfully manage multiple project team(s) in the conception to completion of multiple and diverse projects.
  • TxDOT experience and ability to provide a list of pre-certifications.
  • Proficient in MicroStation, MS Project, Excel, Word, ProjectWise and Bluebeam.
  • Strong time management and ability to prioritize and manage tasks on concurrent assignments in a fast-paced environment.
  • Understanding of TxDOT contracting and procurement process.
  • Must be flexible to changes in work assignments on short notice and/or daily as changes occur in project needs.
  • Ability to contribute to a positive interdisciplinary team environment.
  • Critical thinking and problem-solving.

 

PREFERED REQUIREMENTS

  • Experience with ORD and 3D Design experience.
  • Experience as Project Manager for TxDOT projects.
  • Experience with business development, marketing, and networking in the Texas marketplace.

Working conditions are primarily in a mixed office and home-based setting with occasional requirements to operate a company vehicle and perform site visits.
