Victoria Courts consisted of 660 public housing units built in the early 1940s. In the fall of 1999, San Antonio Housing Authority (SAHA) began its revitalization through a series of controversial public meetings, planning sessions, and focus group meetings to ultimately demolish and reconstruct the new development, Victoria Commons. PCI provided engineering and surveying services to develop approximately 36 acres of the residential site into mixed-use commercial and mixed-income apartments, townhomes, and single-family houses, as well as the reconstruction of Labor and Leigh Streets in the downtown area of San Antonio.
